I've been watching an ALMS race and I've never given much thought to the fueling procedure.

After the fueler disconnects the fuel/vent hoses from the dry break, someone over the pit wall shoots a liquid at the dry break. It almost seems to be a foaming agent of some sorts. Is this to knock down vapors in the air around the dry break to mitigate the risk of a fire?

fire. its to wash away any fuel that may spill when the dry break is disconnected. they dont always "dry break".
they are told to spray no matter what. its easier to prevent the fire than to put it out.
