Any "switch" should be a problem, i.e. not hard to wire in a bluetooth receiver and do it remotely. Possibly even a GPS module so the car knows where it is.
No way to police that without a black box in each car. Nothing keeping someone on your crew to remotely flash the tune wirelessly on the pace lap and re-flash on the cool down lap... the death of amateur hobby racing. Just like when “video killed the radio star...”
