There is a tank and fuel pump in it...but not sure if its metal or plastic.

If that roller is a 98 I believe it would be a metal tank.
I think the switch to plastic tank and returnless pump/lines happened in 99/00

Correct. The 98 originally had a metal tank. My pump went out in the white 24 which is a 98. I swapped it for a plastic tank and pump but it also requires the lines for the plastic tank that connect to the metal fuel lines by the filter. There was something else different about the connections.
One advantage is you can find plastic tank fuel pumps and they are cheaper than the 98 only. I also think the plastic tank is safer but have no proof or logic for that.
I don't remember the sequence of events for when the metal tank started whining more as I think it was whining before I get hit in the rear at Cresson. When I took the metal tank out all the plastic stuff in it or baffling was all broken.

Plastic for puncture and corrosion resistance most likely.
You get less weight too.

but yeah they took away the return line so the pump plumbing and rails/FPR all changed when they switched. My guess is that you don't want hot fuel from the engine going back into the plastic tank.
When I LS swapped but wanted to keep the metal tank/pump in my 93, I had to find an early 98/99 fuel rail with the return outlet; not cheap!

The returnless system is cheaper to make, has nothing to do with temp of fuel going back.
